Poonch, a border district in the Jammu division, has been one of the regions most severely affected by the three-decade-long conflict in Jammu and Kashmir. The district’s proximity to the Line of Control (LoC) has exposed its residents to recurrent violence and displacement, significantly worsening the condition of vulnerable populations, particularly persons with disabilities (PwDs).
According to the 2011 Census, Poonch has the second-highest population of persons with disabilities in the erstwhile state of Jammu and Kashmir. This alarming statistic underlined the urgent need for targeted interventions to ensure persons with disabilities in Poonch can live functionally independent and dignified lives.
The continuous exposure to conflict and lack of access to timely healthcare services have contributed to a steady rise in the number of individuals with disabilities in the region. Recognizing this need, the Alamdar Peace and Welfare Foundation (APWF) launched a comprehensive intervention program in the district, with the generous support of the HCL Foundation. The program focuses on providing physical rehabilitation services to PwDs, aiming to increase their self-reliance, mobility, and quality of life.
The intervention is designed around the specific requirements of the community, taking into account factors such as the type of disability, geographic isolation, and the reluctance of individuals to travel long distances for treatment. Through door-to-door surveys conducted by field staff, APWF has successfully identified persons with disabilities, especially those living in remote and border villages, and assessed their unique rehabilitation needs.
To deliver services efficiently and equitably, APWF employs a dual-mode approach:
Institution-Based Rehabilitation (IBR): Services are offered at centralized rehabilitation centres for those who can travel to facilities.
Community-Based Rehabilitation (CBR): Therapists and field staff travel to villages and homes, bringing rehabilitation services to the doorstep of beneficiaries who cannot travel due to health, financial, or logistical constraints.
This flexible and inclusive model ensures that no individual is excluded from care due to location or circumstance. Through tailored therapies, assistive devices, caregiver training, and awareness generation, the program is empowering persons with disabilities in Poonch to overcome barriers, integrate into society, and live more independent and fulfilling lives.
